17-Year-Old Girl Killed While Crossing Encinitas Street Identified as Community Calls for Safer Roads

Encinitas, California — A 17-year-old girl who was fatally struck by a vehicle while crossing a busy Encinitas roadway has been identified, as community members continue urging officials to improve traffic safety along one of the area’s busiest corridors.

According to the San Diego County Medical Examiner’s Office, the victim was identified Monday as Seraphina Rose Fadick.

The tragic collision occurred around 7:15 p.m. Friday on El Camino Del Norte at La Quebrada, near Rancho Santa Fe Road, where authorities say Fadick was crossing the street when she was hit by an oncoming vehicle.

Teen Died at the Scene Following the Collision

The San Diego County Sheriff’s Department said the driver was traveling westbound on El Camino Del Norte when the crash occurred.

Emergency responders rushed to the scene, but Fadick died from her injuries before she could be transported to a hospital.

Authorities said the driver remained at the scene and cooperated with investigators.

Officials also stated that the driver was not injured, and investigators do not believe drugs or alcohol played a role in the fatal collision.

The investigation into the crash remains ongoing.

Driver Reportedly Said Sun Glare Limited Visibility

According to sheriff’s investigators, the driver told deputies that the setting sun was in his eyes, preventing him from seeing the teenager as she crossed the roadway.

Residents familiar with the area say the westbound stretch of El Camino Del Norte often experiences intense glare during sunset, making visibility difficult for motorists.

Neighbor Jacquie Kessel, who witnessed the aftermath of the crash, said the scene was overwhelming.

“All you could see was a sea of red and blue and just a ton of vehicles, a ton of enforcement, ambulance, medic, all of it,” Kessel said. “We may not know them, but how many times a day did we walk past each other? It’s heartbreaking. I hurt for her family.”

Kessel added that the sun can create dangerous driving conditions during the evening hours.

“It’s very bright. You know we have that perfect angle with that hill up in the background and it just cuts at a perfect angle every time and it’s blinding for a bit,” she said.

The fatal crash has renewed concerns among neighbors about speeding along El Camino Del Norte, a major roadway connecting inland communities to the coast.

Residents say some motorists travel well above the speed limit, treating the road more like a freeway than a neighborhood street.

Kessel believes stronger enforcement could help reduce dangerous driving behaviors.

“I think that’s where a lot of drivers get confused; they treat it like a racetrack instead,” Kessel said.

She also called for increased traffic enforcement, adding:

“Ticket, ticket, ticket, ticket …. let’s do it. Because it’s sad that we have to get to this point.”

Previous Serious Crash Happened Nearby

The latest tragedy is not the first serious collision in the area.

According to local reports, a bicyclist was seriously injured in February, just three blocks from where Friday’s fatal crash occurred.

As investigators continue reviewing the circumstances surrounding the collision, community members hope the incident leads to renewed discussions about road safety, visibility, and traffic enforcement to help prevent future tragedies.
