Two dogs who were captured on a widely circulated video being tied to the back of a moving vehicle and dragged through a busy Queens street are now approaching a major turning point — seven months after the disturbing incident left many stunned.
The footage, recorded in January, showed the animals tethered to a car as it moved down a crowded roadway in Long Island City, with their then-owner behind the wheel. Following public outrage, the owner was taken into custody and formally charged with animal cruelty. That legal action allowed authorities to transfer custody of the two dogs to an animal welfare organization for rehabilitation.
Since then, the pair — now known as Miss Noogie and Marley — have been receiving specialized care at a rehabilitation facility located in Dutchess County, which focuses on treating animals rescued from cruelty cases across the five boroughs. According to officials overseeing their recovery, most animals brought to the center arrive through a partnership with local police departments, and each dog undergoes a full medical and behavioral evaluation before entering a structured recovery program.
Staff say the dogs are paired with dedicated behavior specialists and foster caregivers who track both their physical healing and emotional progress, while also giving them controlled opportunities to adjust to life outside the facility.
Months into their recovery, both dogs have shown dramatic transformations. Caregivers describe animals that were once visibly frightened and withdrawn now displaying confidence, obedience, and comfort around both people and other animals. One foster caretaker said the level of ongoing behavioral support made a noticeable difference, noting she could reach a specialist almost daily if needed.
