Webster County, West Virginia — A 20-year-old West Virginia woman is facing a felony child neglect charge after authorities say a toddler suffered multiple serious injuries, including a dislocated shoulder, extensive bruising and a black eye, while spending several days in her care.
According to investigators, the child was later hospitalized in Ohio, where doctors treated injuries that authorities believe were the result of physical abuse.
The case is now being investigated by the West Virginia State Police with assistance from child protective services.
Investigation Began After Child Protective Services Referral
According to officials, the Webster County Prosecuting Attorney’s Office contacted state troopers on July 6 to assist with an investigation involving Child Protective Services.
Authorities identified Bella Carpenter, 20, as the woman who had been caring for the toddler between July 2 and July 5.
Court records indicate Carpenter has been charged with child neglect resulting in serious bodily injury and is being held at the Central Regional Jail and Correctional Facility on a $100,000 cash-only bond.
Officials have not publicly identified the child or clarified the exact relationship between Carpenter and the toddler.
Toddler Hospitalized With Multiple Injuries
According to the criminal complaint, the child was taken to a hospital in Cincinnati, Ohio, on July 8 after medical staff determined the toddler had suffered a dislocated shoulder.
Investigators also documented numerous other injuries, including a black eye, significant bruising on the forehead, and an area on the side of the child’s head where hair had reportedly been pulled out.
Authorities have not released additional information regarding the child’s current medical condition.
The toddler was initially evaluated at Charleston Area Medical Center Women’s and Children’s Hospital before being transferred for additional treatment in Ohio.
Witnesses Say Child Had No Visible Injuries Before Staying With Suspect
As part of the investigation, troopers interviewed witnesses familiar with the child before Carpenter assumed caregiving responsibilities.
According to investigators, one witness stated the toddler did not have any visible injuries before being placed in Carpenter’s care.
The witness reportedly provided photographs that investigators believe support that statement.
Authorities say the timeline of the injuries became a key part of the ongoing investigation.
Medical Staff Raise Concerns About Abuse
According to the complaint, medical professionals who examined the child informed investigators that the injuries were consistent with physical abuse.

Following the investigation, the toddler was placed into the care of a family member along with Child Protective Services while authorities continue reviewing the circumstances surrounding the alleged abuse.
The allegations contained in the criminal complaint have not been proven in court, and Bella Carpenter is presumed innocent unless and until proven guilty.
The investigation remains ongoing, and authorities have not announced whether additional charges or arrests are expected.
