California City, California — A Southern California community is mourning the tragic loss of a 12-year-old boy who died after jumping into a lake while trying to escape three dogs that were chasing him, according to investigators.
The heartbreaking incident occurred on June 18 at Central Park Lake in California City, where police and emergency responders were called after receiving reports of a possible drowning.
Authorities say the case remains under investigation as officers continue searching for the owner of the dogs involved.
Boy Entered Lake While Fleeing Dogs
According to the California City Police Department, officers responded to Central Park Lake after reports that 12-year-old Fernando Torres Moreno had entered the water while attempting to escape three dogs.
Investigators said the boy did not resurface after jumping into the lake. When officers arrived, they located Fernando in the water and immediately began rescue efforts.
Emergency responders transported him to a nearby hospital, where lifesaving measures continued.
A second child, described as a young girl, was also found at the scene suffering from non-life-threatening dog bite injuries. She was taken to a hospital, treated, and later released.
Despite the efforts of medical personnel, Fernando died at the hospital on June 19.
Police Identify Dogs’ Owner
During the initial investigation, witness statements led officers to 68-year-old Kenneth Dobbins, who reportedly acknowledged being at the park with three dogs.
According to police, Dobbins told investigators the animals remained with him throughout the incident. He was not taken into custody at that time.
However, as detectives continued investigating, they determined the three dogs involved in the incident allegedly belonged to Dobbins.
When authorities later attempted to execute a search warrant connected to the investigation, they discovered that Dobbins and the dogs were no longer at the location.
Search Continues for Man and Remaining Dogs
Police said one of the dogs has since been recovered in Los Angeles County, but investigators continue searching for Dobbins and the remaining two animals.
Authorities describe Dobbins as a transient with previous felony convictions and loose ties to both California City and Palmdale.
Police said he is approximately 6 feet 6 inches tall, weighs around 250 pounds, and has gray hair and brown eyes.
Investigators are asking anyone with information regarding his whereabouts or the location of the remaining dogs to contact law enforcement.
The circumstances surrounding the incident remain under active investigation.
