Stafford, Virginia — What began as an investigation into a reckless driving complaint quickly escalated into a major criminal case after authorities say they uncovered evidence of an alleged plot to kill a juvenile’s family during a vehicle search.
According to the Stafford County Sheriff’s Office, a 19-year-old woman and a juvenile were arrested following the June 16 incident, which investigators say revealed weapons, written plans, and several additional alleged offenses.
The allegations are contained in charging documents and statements released by law enforcement. The criminal case remains pending.
Reckless Driving Call Led Deputies to Vehicle
The investigation began after deputies responded to reports of a vehicle that had left the roadway and struck a speed limit sign.
According to the sheriff’s office, officers later located the vehicle parked outside a Wawa convenience store later that evening.
Authorities identified the occupants as Louis Conely, 19, and a juvenile, whose identity has not been released because of age.
Investigators allege the pair were found in possession of unopened alcoholic beverages.
Deputies also said both individuals admitted to stealing a tray of food from Buffalo Wild Wings. The alleged theft prompted officers to conduct a more extensive search of the vehicle.
Investigators Allege Notebook Described Murder Plots
During the search, authorities say they discovered multiple knives, medical supplies, and a notebook allegedly belonging to Conely.
According to the sheriff’s office, investigators believe the notebook contained written plans describing two separate plots to kill members of the juvenile’s family.
Police have not publicly disclosed what investigators believe motivated the alleged plans. Authorities also have not explained how Conely and the juvenile knew one another.
The contents of the notebook have not been released publicly, and the allegations have not yet been tested in court.
Multiple Criminal Charges Filed
Following the investigation, Conely was arrested on numerous charges. According to the sheriff’s office, the charges include:
- Two counts of conspiracy to commit murder
- Two counts of felony threats in writing
- Contributing to the delinquency of a minor
- Possession of a Schedule IV controlled substance
- Hit-and-run
The juvenile also faces two counts of conspiracy to commit murder and one count of felony threats in writing, authorities said.

Both suspects were booked into separate detention facilities under the jurisdiction of Rappahannock County.
Investigation Continues as Court Process Begins
Online court records indicate Conely’s case has since been transferred to another jurisdiction.
